If the smell was as bad as they described, something had to be wrong, in which case it's a good thing the authorities were introduced. If he had a legitimate breeding facility, there would not have been rodents piled up on the floor of a barn....
If you're doing it correctly, as you mentioned, then it's ok. Some people are just nosey old hags who like to bother people who do anything they consider strange. But they didn't bother this man until the smell became ridiculously intolerable.
