Can't get Superworms to become beetles

Alright, I order 1000 superworms about a month ago almost now...what I first did was take about 20 of them and seperate them into their own little containers with a bit of bedding (a mix of powdered milk, dried potato flakes, wheat germ, fishflakes and crushed cornflakes) but its been nearly 3 weeks and not one pupae. They keep dying..I keep them on a heat pad... temps are probably around 78-80 in there.. (the house itself is always above 70) So I'm not sure what I'm doing wrong here... Can anyone give me some tips?
