With just one water dragon i think it would still be too small- perhaps 5 gallons would have handled it more- also depends how much space there is for the bacteria to form. What was the nitrate level?? If that was maxed as well i'd say it's too small water wise- if it was low- i'd say it was lack of bacteria space (lava rock- needed more or something more effecient surface area/volume)
