That's the most important part to train the dog to avoid. Couldn't you train a dog not to come near a rubber snake with a tape of a rattle playing? Maybe put some snake scent on it (if they can make lizard scent they can make snake scent).
Of course, then you have my genius dog, who tries to pick real snakes up in her mouth but is terrifed by someone holding a rubber snake 25 feet away.
