I just dealt with scale rot on one of my ball pythons. I was trying to increase humidity and apparently I went to far.

This pic shows the very early stages of scale rot. I changed his substrate to newspaper put neosporin on the rusty looking spots daily, and stopped misting his cage. (I discovered the bottom of his tank was wet under the aspen substrate, I guess the Vision tank he is in holds moisture better than I thought) When his next shed came up I gave him a hide with damp moss in it. As soon as he completed the shed I took away the damp moss.

Seems to have worked

I guess keeping enough humidity to allow a clean shed, and not allowing the cage to get too moist is a fine line.

Good luck. Try the betadine, sounds like a good idea. Neosporin seems to help too.
