JACKSON'S have inflamed lower lip? (Mouth infection)

Both of my Jackson's have an inflamed lower lip (almost not noticable) and when I pull the mouth down the mouth's are covered in excess saliva...they have stopped eating? I don't think it is mouth rot as I have not seen any signs of rot. Anyone who knows what this is and how to treat would be appreciated. I don't have money for a vet right now, so that s not an option...but I can get most medications...thank you!
