If you chose wood for the frame, I suggest pine. It costs a bit more, but is worth it. It won't warp over time as much as cheaper woods, and it has a nicer finish. If you find that there is a problem with your cham getting too close to the lights, just wander around your hardware store for something to prop the light on. I remember seeing something that was like half of a box made from wire. You could take something like that and just set it on your cage with the light on top. If you wander around a hardware store there is TONS of neat stuff you can adapt for a cage. Just be creative:)
Another way you can reiforce (sp?) the bottom is just to use the screen with the hardware cloth. If you find it is hardy enough for the plants you have, it should give enough support, but the screen will keep the bugs in.
