I would take him to a vet. Experienced people may know how to do it themselves, but I would think it would be similar to humans. Those trained in first aid would do well, those not would make it worse. Also, if you were to splint it wrong, once it is healed he may not be able to use it properly. It is definately worth the trip to the vet.
Also, you will need to figure out how he broke it. Was it just an accident, or does he have something like MBD that is making his bones brittle. A vet may be able to help you determine this, and if there is an underlying problem will help you find a good solution.
