Those street side vendors are theoretically breaking the law. Turtles as small as the ones they tend to sell are only legally to be sold for educational purposes, if you go into a pet store that sells them you will usually see a small note on the tank with turtles stating they are for educationally purposes only, I think the problem is that there is grey area in what educational purposes are, I mean I can buy one and say its to teach my son or daughter responsibility and husbandry, that would be educational ? I don't know the letter of the law but I'm better thats how they get around it :^(
