CONTROLING HEAT IN A OUTSIDE CAGE

Unfortionaly i have to keep my snakes outside for reasons that i can't even understand, and is becuase of my step mother.

So anyway enough about her...
I have my boa cage in our barn, the barn doesn't hold heat, so what ever temp it is outside, thats what it is inside. I was wondering during the summer, what is the best way to control the tempiture so that it doesn't get to hot, and not to cool. I have under tank heaters, as well as heat lamps, i just don't want to use more than i need to and end up with a over heated snake..
