The 11 inch flexwatt will do the job. I've also used it under a cage and measured the temps in the cage right above the tape, 90 degrees. I did this by using a piece of 1/4 inch thick pressboard, covered one side of the pressboard with a section of ensolite (Backpackers sleeping pad). The heat tape is glued onto the pressboard and the ensolite is on the opposite side facing the shelf. The ensolite insulates so well that all the heat goes up to the cage and not through the pad to a shelf or the other stacked cage. Email me for a pic if you want to see this.

:Hey all,
:I need some advice on heating alot of large cages, (for boids 10+ feet) I can't use heat lamps for two reasons, one, it will be made out of plywood and bult on top of each other, and it would be a fire hazerd. But I cant decide on how to heat them, im trying to keep it as cheep as possable, would 11" heat tape sandwiched between plexiglass and put under the bedding be save? Well thanks for any advice!
:Take care.
