How do you all heat your large boids?

Hey all,
I need some advice on heating alot of large cages, (for boids 10+ feet) I can't use heat lamps for two reasons, one, it will be made out of plywood and bult on top of each other, and it would be a fire hazerd. But I cant decide on how to heat them, im trying to keep it as cheep as possable, would 11" heat tape sandwiched between plexiglass and put under the bedding be save? Well thanks for any advice!
