I have no idea about boredom, since I don't currently speak turtle, but you could try to replicate some interesting scenery and use the trick of breaking up the sight lines.
Turtles that can see across their pen seem less inclined to go explore it. You can assist their desire to see what's on the other side, thus getting them mobile, by blocking that sight with obsticles. Plant bushy plants, drop in some logs and big rocks, make a hill of dirt, all sorts of things. A pen choked full of things to explore, burrow under, dig in, walk around, and enjoy seems to keep them more mobile. I also put the food dish in different spots in my pens most of the time. It still gets emptied, so they are finding it okay, but they've got to do a bit more work for it now.
