It sounds like you're doing everything right so far! I'm in Central Cal. and my turtle stays outside year round.She only burrows down a few inches under the soil and then I pile some leaves on top of her for the winter.
Mine just came up recently, but she has also burrowed under a day or 2, and yesterday she never came out of her hide spot.
As for defecating, mine usually does it in her water, too. And fairly soon after she's eaten.
