Unless the cage was laying on it's side (3' is the height correct?) it would not be suitable for a blue-tongued skink. 2'x1.5' of floor space for a terrestrial 20-24" lizard...nope...

A tank of those demensions you would want something arboreal that would require the height more than the floor space.
