False Bottome question

I have recently torn down this tank. My question is: How do you get a pool of water above the false bottom? Or is that even how it is done? What should be used for a land/water barrier?
As you can see the water level is above the false bottom in the rock. The barrior and the bedding are both soaked with the water.
