note: the rules for the old permitting system will essentially be the same (with some modifications) for the new permit. however, the list of affected species (as pointed out by john) has changed.
if you have 10 of one species (on the list) or 25 agregate nongame (from the list) you have to have the "collection" permit. further, the only people that "collectors" permit people can sell to are dealers.
to sell (from the list) to the public, you have to have a dealer's permit.
