Is this a Whiptail? If so what kind?

It certainly looks like a whiptail. It is fairly small with 3 blue spots right behind the front legs. The closest match I came up with was a Western Whiptail but he really doesn't show a striped pattern at all. This was found (by someone else) in SW Ohio. I don't think it is native to the area.
