Its pretty simple....what do you want to keep in it?
If its an aboreal it wouldbe silly to use a heat mat....by the same token if you heat the cage with light bulbs via a thermostat without bulb protectors you will most likely be treating a sick and burnt snake.
I run both lights and heat mats in my cages....the lights now have shields that makes them untouchable from a snakes point of view.
There are some photos of my caging setups at the shhs website....maybe you should go have a look.
As for heat mats and 12.5 mm flooring...there should be a problem...stick the thermostat probe inside the cage and get true reading....after an extended period the wood heats and retains the heat...never ever heard of it bursting into flames.
