UV generally doesn't penetrate glass; glass is not transparent to UV light. If you have one of those aquarium hoods with a glass plate between the bulb and the turtle, you need to get rid of the glass plate, I think. By the same token, placing the UV bulb where it shines on the turtle from beside the tank (through the glass) will likewise be pretty useless. This may be irrelevant to your setup, but if it is relevant, hey...
