Slow sulcata growth

Hi, I know it is best for tortoises to grow at their normal slow rate to prevent pyramiding and what-not. My sulcata, which is about a year and a half old eats nothing but grasses and weeds, occasionally getting romaine lettuce and is kept outdoors here in southern CA (I figure the best form of care is to mimic its natural habitat as much as possible, minus the abundance of grass). I finally got to weigh him last month and he came in at 125.23g; today he registered at 127.69g ...that is only a gain of 2.46g! Is it normal for a growth rate this slow? Your input is greatly appreciated. Thanks!
