russian looks a bit swollen

I have a russian tortoise which I have not been able to identify as either sex. This is due to a lack of knowledge--the creature is mature. I'm on a break from college, and my dad has been taking care of the tortoise, and now I find that it's hind quarters and leg pockets look a little bit swollen. In addition, it looks as if he/she has been expelling some white goo from the anus.

Pregnant or sick? What should I be looking for? Thanks for your help!
