Tortoise-sulcata question

I hesitate to ask this because of the possibility of
getting perverse answers, but I am looking for
information on penile prolapse in a 18mo old sulcata.
It started prolapsing two months ago on an occational basis
and he remained able to retract it fully. REcently he has o
not retracted it completely for several days. I am curious
to know if this is a behavioral problem or a medical one.
I don't want him to lose his penis over a behavioral
problem. Any serious information would be greatly appriciated.
