I don't have a permit (too lazy and no need right now).
What you should have is a good reason to apply for one. ('neat pet' doesn't count) Be as creative as you like. If you are obtaining one from a breeder, the breeder will also need one and should be able to give you more help. If you presently breed tortoises that would help. If you have an impressive 'facility', that would help. All this would go on the application which is set up something like a resume. You can contact this person with any specific questions. He is one of the Govt. Biologists responsible for granting permits.
