I have a permit for Galapagos torts. I also got it through Mike Carpenter. He is the senior biologist there and he is pretty fair. EJ is rite-have good scientific reason for needing the permit, like to increase captive genetic diversity or something. Don't say for re-release on madagascar or something or you'll have to get evidence of cooperation from madagascar! Make the application as profesional as possible. List all the tort's you have ever had and bred including any deaths. (don't worry, they know sometimes animals die- just don't say something like you went on vacation and forgot to feed it) Get lots of pics of your yard where the hatchlings will go when their older. Set up a mock indoor enclosure with all the lights and stuff and take pics of that. The more pics and diagrams the better! Discuss the husbandry you will use and why. Get any letters from vets or reptile or tortoise club officers that you know saying you are capable of of caring for them. The aplication will ask you where you will get the babies from. Talk to somebody who breeds and has a permit and use their name and permit #. mention you might purchase from other sources also to avoid inbreeding or that you might trade for unrelated specimens in the future for that same reason.
Your first draft of the application might be returned for one reason or another, but thay will tell you why and you can correct it. The info they send you says it will take about 60 to 90 days to complete, but in reality it is always about 6 months. Good luck!
