There might be something irritating the eye.
Have you tried flushing the eye ?

Also make sure that it's humid enough in the enclosure and that there is a water dish large enough for soaking.

Giving the tortoise a soak might help dislodge anything that may have gotten in the eye.
If the problem persists then yes a vet visit might be a good idea.

But first check that it's humid enough and flush the eye or soak the tortoise.

Also, what substrate are you using in the enclosure?
