I found a turtle by the highway, where to put it free???HELP

Hi!
I was driving to work this morning and saw a tortoise in the grass on the service road by the highway. I live in Dallas, and have no idea how he wound up there. Well, when I was leaving work 8 hours later he was still there, so I picked him up for fear of him eventually working his way onto the highway. The only problem, what to do with him now. I will describe him; please tell me what king of tortoise he is and what environment he needs so that I can find the best place to rerelease him at. (BTW, I am assuming he is male because of the short tail and long claws, I could be wrong, as I only have s. paints and red ear sliders. Also, I assume he is a tortoise because the shell is so high, and that is usually a land turtle characteristic).
Description: shell about 6 in. long, 3-4 in high, dk green, slightly lighter on underside. no hinges apparent. plastron has 2 rows of 6 laminae. Very long claws, esp in back (3 toes per foot). head and legs are dark reddish brown, with small orange spots on the head and front legs. let me know if you need anything else to help in identification.
