is if you started out with a couple of hatchling hermans, greeks or russians, a 30 gal long would be one of the better containers to set them up in for ease of environmental control. That will easily house them for 4 or 5 years by which time you would probably have enough experience and knowlege to know that they have to be moved to a little larger space. These can be obtained for $50 to $150 for hatchlings depending where you shop. They eat a variety of mixed greens.
Unfortunalely the only tortoises that would possibly breed in such a small area is some of the South African Species which average $1500 to $2500 each (not a typo) if you can find them. They are very rare. (not to mention expensive)
