Sm turtle with solf shell

We bought this little turtle in Flordia in November 2001
and brought him home to West Virginia. His shell is about
1 1/2 inch from head to tell. He has not grown alot but a
little bit just here recently.
My son says he is a slider, now slider what I dont know. But his shell just got real soft yesterday, so we took him out of his aquarium and put him in a small dry tank tonight.
He isnt moving around much at all, he is sticking his head out of his shell and looks around, but mostly has his eyes shut.
We bought him for my sons girlfriend and she loves this little
guy alot. My neighbor has turtles and says there is no vet around here that knows anything about turtles or thinks you
should have one as a pet, She told me tonight she thinks Buster
may be dying.
Please tell me what I can do that will help Buster to live, thrive and have great long life?
I appreciate any help.
