: Does anyone have any suggestions about a smaller tortoise that could be housed indoors part of the year?
: A couple that have come to mind are Russians and Bell's hingebacks

If you have the money to afford them I would STRONGLY recommend either a captive bred and born Pancake tortoise or Egyptian Dwarf (Testudo kleinmanni). Both stay small, can be kept indoors year round and have GREAT personalities. Plus they are VERY active tortoises.

p.s.- I had a baby Pancake hatch about three weeks ago and let me tell you... They are GREAT! (sorry, not for sale). The egg went 6 months and 5 days duration!!! I gave up on it a month before it hatched, and it proved me wrong! Way cool. :)
