If the sand it really brite white the tortoise may try to eat it (thinking it's calcium) so try to get a darker sand if possible.
I always used rabbit pellets for all my indoor setups. A few weeks ago I started keeping my trio of pancakes on the 50/50 mix Marissa discribed. I have not had any problem with any of the tortoises eating the substrate, the sand does not worry me as much as bark ect. in the soil.
