Wait until you see nesting behavior.
I can't imagine what ques a tortoise to nest in a certain area. Each of my leopards nests in totally different quadrant of the yard. All of them have different exposures. My Pyxis (2 of them) nested within inches of each other on 2 seperate occasions in the same area.
Once you see nesting behavior, set up your idea there. Idealy you might consider tilling up and preparing the entire enclosure and giving the animals the best choice.
