Egg Laying Zone in Outdoor Enclosure

I am tryig to decide the best way to add an egg laying area to my outdoor tortoise pen which is 12x12. I know what substrate I plan on using but am undecided as to how to go about erecting such an area. I thought about simply sinking a large kitty liter basin into the ground filled with my substrate. I also thought about taking one side of the enclosre and cordone it off with a 2x6 and then have a ramp up to it and fill in the void with the substrate. Any comments or suggestions???? All the other areas of the pen are too hard to dig into after the initial seed bed of about 3 inches.
