The best way to ship tortoises is to put the tortoise in a pillowcase and tie the open end closed.
Then place the tortoise in a box just big enough for him to sit in without being able to turn around.You can pad that box with paper towels etc.
Then place that box in the carrier with padding between the box and carrier, so the inside box doesn't slide around.
If the tortoise/box turtle is too small for a pillowcase you can put it in a white/cotton soak and tie the open end closed.
Then put it in a box with paper towels etc, as above...........
That's how I shipped my C. galbinifrons to the mainland.
For baby torts, place them in a small box, one in which they can't climb up and tip over. Just big enough for them to be able to turn around in, but not too high.
Then same thing, place the small box in a bigger box, with padding, so the small box can't slide around.
Shredded paper towels are usually fine, but not shredded too thin.
I cut them up into squares, no way to get tangled then.
