I do not think it is possible to set up a safe temperature zone in a 10-gallon tank. that is TINY for any tortoise...and you won't be finding any baby Russians around so that size would be (IMHO) unacceptable for a Russian. An Egyptian maybe....A 20-gallon I would think is the minimum safe size AT LEAST. However, I don't personally recommend keeping in fishtanks as I have found that many people have problems with keeping temperatures correctly. I don't think a tortoise is a good "dorm pet" though...if you are looking for a nice fishtank-safe pet that will do well in a 10-gallon, you might want to think about a few geckos or frogs even...those might fare better in that type of environment and when you get out of college and have some space, a tortoise might be more appropriate for you...
: I have been looking at getting a redfoot, russian, egyptian, or hermann's tortoise. I know thier mature size and housing requiremnts, and am fully prepared to see that they get it. However, for the next three years, during the school year only, due to dorm restrictions, it would have to live in a 10g aquarium. It should be able to go outside everyday that the weather is nice, and I know where pesticides aren't sprayed so it will be safe. Is this acceptable to any of the above tortoises?
