Kelsie,
I believe you should narrow your self down to one of the European Tortoises if you're planning on keeping the animal outdoors the majority if not year round. Herman's and Russian Tortoises are readily available as captive born specimens, and Greek Tortoises are also available now. Any of these would make a good choice for the state of Missouri.
[BTW I live in KCMO]
I have kept Sulcattas, Redfoots, Yellowfoots, Leopards, Russians, and Hingebacks. All but the Russians require indoor space over the winter months and with the exception of the Hingebacks where quite large.
