pebbles and small rocks are irresistable to tortoises, for some strange reason. Take it from me, who also has tortoise x-rays to prove this. I can no longer take Chanel and Angel Baby to the roof garden since they paved it in pebbles. And when they go to Central Park, I have to take SEVERAL picnic blankets to cover the ground they walk over, since every pebble (and soda tops and cigarette butts, park fodder in NYC, etc) is a fascinating thing that must be investigated toddler style, in the mouth.
Until you can put down dirt, maybe you could temporarily put down some washable towels or old painting tarps/sheets/blankets that they can parade around on, so that they can't see the pebbles.
