Hi David,
Giving your tortoise something abrasive to walk on will help keep the nails trim - stepping stones, walking on the sidewalk, etc.
I have never clipped sulcata nails, but I have trimmed box turtle nails. You need to watch out for the quick or the vein that runs in the nail and be sure NOT to clip that.
Just clip a little bit off at a time and be gentle. Older sulcata nails are kind of thick and you want to be sure you don't damage the nail or yank it out trying to clip it.
I used human nail clippers on a box turtle. If your sulcata is large, try dog nail clippers.
If you are afraid to do it, have your vet clip them.
If it is impairing your tortoises walking, or making him walk funny, you should clip them.
