Is my Russian a he or a she?

Hello.
I bought a Russian tortoise a few months ago. It has a carapace of 4.5 in. and a plastron of 4 in. I was wondering if anyone knows the best way (or ways) to tell the sex of my tortoise. I imedietly thought it was a girl cause it didn't have a concaved plastron like in other chelonians. I didn't know if torts were the same. Thank you for your help. Jesse~
