Hi,
the day time temperature is too cool.
Go for around 88-90 under the basking lamp, with a cooler side of around 80 ( make sure you have a gradient so the toprtoise can move between the warmer and cooler side at will).
For night time I provide my smallest sulcata ( a bit smaller than yours) with a heat pad. It's a human heat pad which I believe you can buy from Wal Mart or a pharmacy for around $15-$20.
I put a towel on the table place the heat pad on top then another towel on top of the heat pad.
Then the liitle sulcatas Rubbermaid on top of that, the towels protect the tortoise from getting too much heat.
The heat pad is only under one third of the Rubbermaid, I cover the Rubbermaid at night with sheets of newspaper to keep the heat in.
The night time temp is around 76-79.
I don't think Lizard litter is recommended as a substrate or calci sand, I believe both can be ingested and cause problems, internal blockage.
Hopefully somebody else can recommend a better substrate.
My smallest sulcata only comes in for the night and I use a towel in his/her overnight Rubbermaid so I'm not very up to date on indoor substrates.

Also if you're concerned take the tortoise to a qualified vet who might put it on a course of antibiotics if it's a respiratory infection.
