substrate for indoors please help with ideas!!!

hi, i just got an 14" sulcata male an i am housing it indoors for the winter but looking for some ideas for substrate.i have in it now is 3/4 tim hay,and the other 1/4 top soil. but the soil is way too dusty and so is the hay i know i can use carefresh but he likes to eat the hay will he eat the carefresh too. if i change it to that in the 3/4 area of bedding. i was thinking of play sand for the other 1/4 area were he warms up i dont want hay or anything flamable under the lamp area. have any of you used playsand . any ideas wpould help!!
