Go with the play sand all around and lay timothy pallets in one corner over the sand. The tortoise won't ingest the sand because the pallets assure you that the hay is packed tight enough that the tortoise will have to pull the hay off of the rest of the pallet and the tortoise will be taking it from the top or sides (depending on how thick the pallet of hay is) Make sure the sand you get does not come from the masonry department, as this is very dusty and dangerous even for people to inhale. go to toys are us or something.
