Hi Liz,
I'm not sure which species are native to Israel so take a look at the web site I've linked below.
In the Gallery section you'll find find photos of tortoises and turtles, see if you can identify the tortoise/turtle from the photos.
If you can, go to the care sheet section of the web site and look up the care info, for the species.

Can you tell us more about it?

Does it have webbed feet?

Are it's back legs stumpy like an Elephants, or more like lizards legs?

How many claws does it have on it's back feet?

Is the shell (carapace) domed or quite flat?

Please describe any colors or patterns (both)on it's face, neck, shell or body/legs.

Make sure it has a water dish it can drink from. Or better still a water dish it can get in and out of easily to take a soak, if it wishes.
Something shallow like a plastic plant pot saucer.

If it has webbed feet, a flatish shell, and back legs that look more like lizards, it's more than likely a turtle.
So it would need more than just a shallow dish of water.

If it has a more domed shell, and stumpy back legs, it could be a tortoise.

Anyway take a look at the web site, and the photos in the gallery section and see if it looks like anything there.

Which area of Israel does your friend live in?
Get back to us with as much info, and a complete description, so we can get a better idea of what he has.
