Hi Leslie,
over wintering usualy means keeping the tortoise at a temperature where he will be active and eating normaly.
I recxommend you subscribe to a discussion list, such as the Tortoise Trust list, it's absolutely free and there are plenty of friendly people subscribed who will go through both over wintering and hibernation with you.
Joining a list is a great way to get friendly, fast, hands on info from other tort keepers.
You can join the Tortoise Trust list from their web site,( linked below) look for a link to the discussion list on the left of the home page.
Once subscribed, simply send in an email introducing yourself and your tort, and ask away!
I'm sure many people on this forum will offer good advise too. But I always recommend joing a list as well.
