Help! Help needed for a new owner of a Bell Hingeback

I don't know if my other message was found, but I REALLY am worried about my tortoise. I got him from a pet shop, and the owner of the pet shop really didn't know anything about the little guy. His shell is cracked right where it begins to curve. (He is a Bell Hingeback Tortoise) Today I was watching him sitting underneath his heat lamp, and I notice incredibly tiny little silvery bugs crawling on his shell. They seemed to disappear once they reached the top though. I am concerned for really 3 reasons. 1-I don't want his shell to completely deteriorate and want to know what I can do. 2-I REALLY and most importantly want to know what the bugs are. 3-I am 8 months pregnant and need to know if this tortoise and those little bugs are a health risk to me and the baby.
