If you have the space a sulcata would be a good choice, but read up on them first.
They can grow to 3' and weigh 200lbs.
Although most are a bit smaller when fully grown, around 2' and 150 lbs.
They do very well out in the yard grazing on pestiside and fertilizer free grasses, clovers and dandelions.
In Arizona growing opuntia ( prickly pear ) cactus and hibiscus would also be easy.
Both can be fed to sulcatas.
In that type of heat you would have to provide shady areas, large plants or trees that the tortoise can retreat under, to get out of the heat.Very important, no tortoise would survive in those high temperatures without shade.

Hatchling sulcatas and larger adult ones are readily available. But please research before buying, these are large, very active and strong tortoises. They need a lot of space and strong walls or fenced in yard, that they can't break out of.
