Indian Stars are legal, no permits required. Perhaps James was thinking of radiated tortoises that DO require permits.
You can purchase a baby Indian Star for much less than 999.99, from a reputable breeder, nice and healthy and with a breeder willing to help you out when you have questions. I bought a beautiful Indian Star from a breeder in S. Calif. last fall, he waiting until the weather was warmer to ship her to me this spring and she is wonderful! I don't know about Marissa's comment on personality but I've got 3 of these beautiful guys and they all have personality!
