No, it is not appropriate to feed cat food to a sulcata - the protein in this is probably a major factor in the pyramiding of your tortoise.
The high water content of fruit can cause loose stools and the sugar content can throw off the balance of the gut.
In addition to pyramiding, you risk damage to the kidneys and liver by a diet that is too rich.
I do not know what seedum is, but I am sure someone else will post on this.
My sulcata do best on pasture mix - grasses and weeds, edible flowers, and cactus. At minimum, dark leafy greens can be fed, however fruit and cat food have no place in a sulcata diet.
If you feed primarily greens, I would suggest you add Timothy Hay or Orchard Grass hay as a source of fiber.
