It is a tough call whether or not to buy a wild caught. Its really a personal choice that only you can live with.
But EJ is right, don't base it on hibernation only. Many people overwinter, I have done so before. I know a lady that never hibernates her box turtles. If you are in apartment, it would probably be difficult to find a place that is cold enough in which to hibernate. Kathy has also said it is easy, which it can be, if you've got an adequate area.
Just be sure to read up on both.
