I rambled on so much in my last post I forgot the soaking question!
My Russians are housed outdoors they have two small water dishes each, very small and easy to drink from. I have seen them both take a short drink.
Most Russian keepers report that their tortoises don't drink from the water dishes much, but drink from puddles when it rains.
I always soak a new tortoise, you don't know how long they've gone without water so a good soak can do no harm.
I have soaked both my Russians since I got them. Neither drank while being soaked, they just wanted out.
I think it depends how the tortoise is housed.
If yours is housed outdoors and able to drink when it rains then you may not need to soak it.
I would leave a water dish for it at all times though, a small shallow plant pot saucer.
For indoor torts I don't know but there are a few Russian keepers on the forum so I'm sure they'll be able to answer that one.Indoors too I would provide the water dish.
